I kind of avoid things like this by simply brishing it under the carpet - not visitng there much.
Thats why many of use ccleaner , to remove leftover files, and thats is still that company uninstall procedur problem its not Steam problem that you have issue with a app not made by steam.
you can find 100.000 of post from the past with leftovers issue.
thats okay, problem is that is a experience professonal app, ( rule is dont fiddle with things you dont know about, use standard untill you know better.)
so many things you can do in there, that dont mean tick all on and do it.
( you know then you have look through all the options , that just because you can dont mean its a good thing )
its a advance user app ( whatever that is ) skilled or know what the hell you are doing.
im not try to scar you, look through them and i bet you say , i dont know the consequence of all them i have never hear about or know was there. ( i need to maybe read abit about them )
This is post-clean windows install (done for a different reason) and I still had the issue.
Insider still showed under the "Steam Library Folders" window. Went to try uninstalling from there and it showed an app number: "App 1240410".
This corresponded to a *.acf file under "\Steam\steamapps\" as well as a document under "\Steam\userdata\[numbers]\config\librarycache\"
I also found a folder called "MGS Test App 6" under the "\Steam\steamapps\common\" that matched the file size shown for Insider (~19.4 GB).
Deleted all three of those, restarted steam and its back to working.
Nothing wrong with manual wipe of folder. problem be sure you have tryed the uninstall first. many forget things in leftover in windows registration database and other folder location and why most use CCleaner to fix such,
this is same as a storage space, you throw something out and yet you still forgot parts to a device you dont have anymore. ( cant say its ccleaner job to fix what game devs job is then they create it ) but windows user have learn from the past things was not clean up in the system as they thought it was. ( so know ther consequence of use that app or as you did wipe a game folder ) thats why ccleaner was born, clean up in temp folder and do what we all had to do manual in the old days, go into temp folder and wipe data. ( you need to be experience as user to know what you are doing , ( sense then have this not always been this way ) point is we seen user that dont know such and start delete thing they should not have deleted.
as windows user require some minor skills ( nothing wrong with that, give you option as deal with it, over the system will force its choise over whatever you do, its a balance with easy and actual have a choise. or should i say feel like you have. )
could say then you do manual task today, then you are responsible and over in most know what you are doing. ( expert )
