Report a translation problem
The problem is something likely your end. Now, that's the tricky part, as it could be a number of things. First port of call, go round and do the check of cables. Don't use wifi but try using cable (wifi is notoriously awful for being interefered with by household electronics, this happens a lot).
If things still persist, then it's cold reboot your router time.
After that you can start looking at your PC to see if there's any antivirus/firewall software that updated recently or has quaratined something.
Try all that and get back to us.

That post makes NO SENSE at all , not that i didn't understand it but that it was rubbish and got NOTHING to do with this issue.
Wifi will not cause you to MAGICALLY NOT BE ABLE to reach an ip address , not resolve a domain name , get your connection rejected nor prevent a handshake or whatever the fack the problem here is that steam won't disclose since they couldn't get a Q/A guy out of college to teach them how to write informative errors.
Please avoid giving advice if you don't know the subject.

then you have own issue on own network issue then pc cant.
dont come with excuess with QoS on own network or other things you dont know , turn off mobile then and see if that help and pc have bandwide issue or as i said QoS issue or other network management controll app.
im sure you get it, its either you ( and CPE ) or Isp and there partners or steam in other end.
feel free to do process of elimination, or use spare pc or friends laptop.
ps.
just so you get it, a network educated person always catch or find the cause. in comunication in network. by use debug or narrow it down from where it is.
and if you have 2 to 10 other pc that dont have a issue im sure you can point fingers just like we do. that pc or that router or that isp doing it. talk with them and let them deal with it, but that why you test own network first.
im not here to defend CF or steam or ISP, its seen from a network point of view.
Which is what i am complaining about! If they gave you some address or what not to where the so called friends network that drop / rejects my connection,
We would have something to work with! I could trace the connection and check if its not a failure to resolve a domain or what not.
Without it, i am working on blind here, what would you have me do, run winpcap and start checking packets? Does it seems like a normal request to an end user client??
And i did not miss any point, while both connecting to the same server, the mobile app and desktop app are differnt which is why i mentioned it (which means that it could be something in the desktop version UPDATE that introduced it, but yet again, its a guessing game)

Check if option is not turn off inside, Friends & Chat ( cog wheel ) its seen before.

other have seen it off after patch or restore old settings or backup.

this is your end, and so steam friends is online and no connection or no network should be fixed, if all work as intended. ( this is only the online part , not if game/host and client will work )
you should be able to see them online again , unless they have same issue as you
I will just hotspot my phone to my pc (using mobile GSM) that will ensure a different ip for me and a different carrier and isp and what not and re-post here the results.
Now a question :
Why can't we have the bloody ip or domain name of the servers the friends list is trying to connect to, without using some bloody tracing programs?
Its not even a security issue, its valve hiring people from the gutter, that's how basic it is to disclose this info.

Different ISP
Not using my router so no NAT issues.

if he has mobile that take over or whatever that is, many of us dont even use mobil device to tell other we are online.
and we can be so hard on steam was made to pc not mobil or tablet. if they screw up im online, what do you want US to do then many dont user such other device.
so we dont agree on it, and maybe that part of the problem here he still try get pc to work, because its that what he trying to get Friends network to work again though pc.
and many other pc user can say same thing here , we dont have a issue, so maybe that part of the problem here. mobil has done something with it.
