gb, mb and kb are bits and noticed by the lowercase b, Gigabit, Megabit and kilobit
GB, MB and KB are bytes, noticed by the uppercase B, GigaByte, MegaByte and KiloByte.
It's 8 bits per Byte. Steam displays download speeds in Bytes where as speedtest displays in bits. You can change Steam to display in bits. Or you can / or * your bits and bytes to get the correct amount of the other. Or use an online converter. Link below even lets you just the type of data not just the value.

300kb is way too low for a 50mb connection. Try a different download server as there could be issues with your closest server
Does other Online client work ( steam only issue.)

If your ISP isn't throttling you (they willl.....), then it maybe some other major in between company.
Throttling is usually temporary and usually resets per month.
or if you live near borderlines that zone could be better , its not simple to explan require you know what way fiber is , and most dont know such.
Also recommend show bite per sec. tick that option in, so you never have to calculate value.

Speeds depend on that site.
Some sites have maximum download speeds. Some offer uncapped speeds if you're a member and throttled speeds if you're a free user. If that's the case and you're a free user the only thing you can do is become a member.
If the speeds are slow it could also be network issues between you and the sites servers. Nothing you can do as part of the network is outside of your ISP network.
After a quick google I found plenty of links to others having slow speeds and people going back to using other, faster, providers. Every single link of users complaining about the speed and discussing ways to improve it also talks about pirated games. That may not be everyones or your purpose for using it but it certainly seems that way.
Either way that site isn't working very fast for others. Maybe try googling and read some of those links to see if any of them round a solution.
i know you are right in be angry, but you also need them to fix it, so ask nicely anyway.
dont forget covid-19 effect all is home and use network, there has never been so many at same time before. it can be a huge issue. for every ISP in the world , this could also part of the issue.
but thats only ISP that can help you to point you in way what zone to point at , none of us here know fiber layout or seacable , its way to complex and ISP is the solution to spread out such if they even can. ( try North, south or east west of you , even then you dont know path, it should still try get to nearest jump, only superhighway can get to another region faster , so do jump Region.
and you could say why does Steam not doing this, they do . my download zone has been change many time , but they cant solve congesstion. so they need to show maybe top 10 best DL zone problem is even that can fail. (they might want to sort it but it will go up and down and not that easy to help with. ) primetime and sleep zone time , huge diffrence ( and just because its night dont mean its better , most ISP do midnight to 5:00 work so its impossible to know whats best.
so do contact ISP. they are the only one that actual can help you.
