My friend Darren wants to log onto Charlies account on his pc and download btd6 so he can have it. Charlie is going through with it. Will this work or wont it? Also this is kinda illegal right cos its stealing right?

It won't work. If the Steam account doesn't have the license for the game by purchasing it, Steam won't launch it.
Also sharing accounts isn't allowed and could result in a suspension.

Let's say both people own the license to the game, and one of them has bad internet and can't download the game very fast.

One can make a backup of the game's files and share that to the other person using a USB drive, for example, and that is perfectly fine. But it won't work as you exampled in your OP, as the good FFL2and3rocks explained.

And that would not be a case of sharing accounts, which is not allowed, as also explained.
