If I uninstall Steam and I do a factory reset, will I lose my game data?
Final question. I am looking forward to reset my PC. but if I do a factory reset and I have steam installed, I will lose all my data. If I uninstall Steam, and reset my PC, will I lose all my data when Steam is uninstalled?

The game data on the PC ? Yes, that will be lost if you uninstall Steam. That's why you need to save your steamapps folder before doing that.

The game data on your account ? No, the games are tied to your account forever and cannot be removed by uninstalling Steam.

I would move the steam folders to another drive than os.
That way it stays.

Appdata folder and documents contain things of games and other things. You should back them up.
Appdata on C might be invisible. Do the setting to see.
