How it works now is that you must change the store to where you reside AND use a payment option that is also registered in that country.
So, in your case, you're an exception - so really the ONLY option is to contact support.
I see, is there a way to directly contact Steam support? the only "contact steam support" link I found takes me to a blank screen, just tried on browser and gives me "this page isn't working" error...

Because it's how Steam works. You go through support and read CAREFULLY what the step of the support system filters you through.
If you do it correctly, you will get to the point of making a support ticket. If you skip or don't read it properly you'll go round in circles.
I know it's frustrating, but that's just how it is. It's the ONLY way to contact them.
Thats fair, I just already put a decent amount in my steam wallet and I dont want to go buy a card or some other method down here and still get stuck unaable to purchase anything along with the innability to resolve the issue.
