Make sure your antivirus is allowing exceptions for all games and Steam, too. If there is a software conflict such as with antivirus, reinstalling everything will do nothing until that conflict is resolved.
It can even come with whole other processes such as AVG protection that still can run even if you disable AVG itself.
Run msconfig from Windows and look in startup and services tabs. You can see them there if they are running. AVG is a high suspect to your problems. You can see other cases from other users in the past by using the forum search, if you wish. It's one of those antivirus programs that really is not good to have on a gaming machine or to use with Steam, really.

After you eliminate AVG or other programs from the possibilities, there still is more to do. You then need to verify the game files afterwards :
