You can play games from other accounts with lots of restrictions and exceptions, might be enough for you.
You can look into Steam Family Sharing, that allows you to share the games of one account with another so that they may play each others games.
But there are restrictions.

Per the Steam Subscriber Agreement, Steam game subscriptions / CD keys are nontransferable and cannot be reset / moved between Steam accounts.
I mean isn’t that more or less your own fault ....
Note that refund approvals are pretty much within a few hours. The funds may be pending for a period depending on the payment methods.
Which isn’t surprising because if you did the same thing at a retail store the refund doesn’t come instantaneously either. So its impossible to buy something, return it, and then immediately buy something if it’s a debit card
Licenses are different then physical products. Same rules apply for stuff bought on Microsoft store, Itunes, Sony Store, Vudu, etc.
He bought a PERSONAL license which is licensed to an individual and is not able to be resold.
1) You're buying a license
2) You can refund the game
3) that doesn't magically mean that you get the refund instantly
Feel free to try and buy something at a store, then refund it, and then immediately try to buy something else. You'll find that your card will be overdrawn as those funds arent immediately available. Which, is yes their fault because they bought it on the wrong account, and were then whining that its 'taking too long' to process the refund.
Their problem was being solved. The fact that it was taking longer than they wanted isnt a 'problem'. And yes its their fault for buying it on the wrong account
When you purchase a license for a game, you are bound by the terms of that license.
