This is the closest you will get: https://support.steampowered.com/kb_article.php?ref=3784-QLBM-5731
You can play games from other accounts with lots of restrictions and exceptions, might be enough for you.

No. Once a game has been activated/bought its forever bound to that account. There is no way to transfer a game to another account.
You can look into Steam Family Sharing, that allows you to share the games of one account with another so that they may play each others games.
But there are restrictions.

Per the Steam Subscriber Agreement, Steam game subscriptions / CD keys are nontransferable and cannot be reset / moved between Steam accounts.

Great... I accidentally purchased a game on an account I never use. I can't move the game to the right account, so my only option is a refund (as I didn't even install it). But it says it takes 7 days to get approve the refund and another 7 to actually get back the money. So I have to wait 2 full weeks before I can play. What a nonsense...

I mean isn’t that more or less your own fault ....

Note that refund approvals are pretty much within a few hours. The funds may be pending for a period depending on the payment methods.

Which isn’t surprising because if you did the same thing at a retail store the refund doesn’t come instantaneously either. So its impossible to buy something, return it, and then immediately buy something if it’s a debit card

I know this as an older post, but Satoru... was it his fault? Sure. Yet, at the same time... when you buy something, it is yours. So if something is yours, and say you want to sell it, or give it to someone... you should be able to do that, right? So if I buy a game from Steam, they can tell me what I can, and cannot do with it? What's next? Walmart and Target telling what you can, and cannot do with items you purchase in their stores?

Softwares are licensed, not sold.

Licenses are different then physical products. Same rules apply for stuff bought on Microsoft store, Itunes, Sony Store, Vudu, etc.

He bought a PERSONAL license which is licensed to an individual and is not able to be resold.

1) You're buying a license
2) You can refund the game
3) that doesn't magically mean that you get the refund instantly

Feel free to try and buy something at a store, then refund it, and then immediately try to buy something else. You'll find that your card will be overdrawn as those funds arent immediately available. Which, is yes their fault because they bought it on the wrong account, and were then whining that its 'taking too long' to process the refund.

Their problem was being solved. The fact that it was taking longer than they wanted isnt a 'problem'. And yes its their fault for buying it on the wrong account

So if I buy a game from Steam, they can tell me what I can, and cannot do with it?

When you purchase a license for a game, you are bound by the terms of that license.

What's next? Walmart and Target telling what you can, and cannot do with items you purchase in their stores?

Refer to software licensing agreements are not the same as buying stuff from target
