Your profile says you're from the US so you should know the real definitions of these words.
I don't care what trend is. The trend of noobs (young kid generations) using words falsely should have never started happening. It's similar ignorance as to being racist to do so. The responsibility of young people is to learn and gain education. The urban dictionary is garbage. It should have been removed from the internet as soon as it was created and should never actually be used as reference to the meaning of any word. It's doing horrible things to our culture as humans. Just like racist people are.
Urban Dictionary is just meant to be a place where you look up the meanings of "what lingo the kids are saying nowadays", and decent chunk of definitions on there are just jokes.
I mean, it even has a like/dislike rating system. It's essentially social media for coming up with wacky word definitions.

Sometimes they post a name of a specific person and define it as [insert whatever vulgar]
or they redefine words...
They likely do it for laughs and due to that get a lot of thumps up, but--
yeah, it removes the way the word is actually used basically.
I more or less define trolling as creating results that are generally undesired, but amusing to the troller (the person who commits it) through methods that destroy a work's intent and makes something else out of it. (where a work being a reputation or creation or something)

I think the original intent is to create laughs, but the laugh isn't delivered properly and the troller is too blind to see it. it doesn't nessecarily mean it creates anger or something though.

I recall one southpark episode that also mocked the definition versus its use, saying that there are more versions of internet trolls basically.
Oh well. I guess my definition wasn't very well accurate.
I recall excessive bumping and advertisement can also be seen as trolling which then would either need a new word or I would need to redefine it. oh well. I think it gets most of the point across at least. Hm.
I as many others do, do not know the answer for OP's question. We can speculate about it at least, such as valve not wanting to impose restrictions on freedom and apply some kind of way to enforce it or act in a way that punishes players, that mind you generally play games to enjoy them without forms of stress like fear of the valve police or something. idk.
think most the topic will either get dragged more away from OPs intent or people will just comment whatever. The point is, we really have no true clue why.
and yeah it can be 'worked on' if it is truly nessecary, but it comes with risks, issues, and problems. Also I honestly rather see people's behavior change and keep games in the way they were intented, (free to experience), rather than measurements needing to take place because a few people are a bit too sensitive when they read something by accident they don't like, or see a drawing of such nature such as a mustage on their holy book. )
Behavioral changes are difficult to fix on a help forum. So I expect the discussion will come to an end soon.
Anyway thanks for your reply my questions at least OP. I realize you didn't answer in a way I hoped, but I can see at least why you did so.

I don't think it unreasonable for someone to claim that "trolling" in modern parlance includes "carefully and systematically search[ing] an area for something" particularly people to become offended and specifically people to overreact to being offended.
That said you still bring up a good point. Despite the fact that the meanings of words change over time this process can lead to confusion and deception.
For example, @Food...please has adopted a meaning of "hurtful" to also include being "offended." This allows him to make the claim that words cause harm. He or she can then move quickly to censorship on the grounds that nobody want others to be harmed.
Of course the reality is quite opposite. Instead of protecting individuals from harm society is creating fragile people incapable of traditional interpersonal relationships.
For example, I was once reported to HR for telling a story about how a big "Black fellow" burst my eardrum while we were playing rugby. HR indicated that the person was offended and suggested that I should have used the term "African-American."
But the guy who broke my eardrum was from England and would be most offended if someone referred to him as "African-American."
Had the individual come to me with their concerns the issue could have been resolved quickly and quietly. Instead it became a much larger issue which led to future suspicion and animosity which was damaging to team cohesion and productivity.
