Do the missing games show up on that page?
If not, then you're most likely on the wrong user account, so pay attention to your account name.

Above the library, there should be a dropdown. Is "Games" checked in that dropdown, and is there no filters set?
The .acf files are the key, found in that steamapps folder. Wherever those .acf files are, that is where Steam sees your games as installed.
Sorry, as I see now you were saying "library folder" and not "library", hence my mistake above.
Don't post your account name by accident, if in any of the shots for some reason.
EDIT.. I will kindly bow out for now, as I clearly am not being helpful and/or misunderstanding the issue. Will check back tomorrow to see if you found a solution. Sorry for not understanding.

So the first one is what my library home page says.
The second one is the games that I didn't uninstall. As you can see Garry's mod and People Playground don't show up in my library.
As for the third one that is the message I get when i try to "add a library folder".
All of the games shown were only recently installed.
Dead by Daylight isn't even on my desktop. Its on my library page.
