I made an attempt to search what vulkandriverquery64.exe is to see what it is, what it does, what it's for, etc but since the internet is a landfill of garbage I wasn't able to find those answers. Search results were one page of 9 results that were almost completely unrelated.
Try uninstalling and re-installing the Steam Client. You don't have to do anything with your games other than click on them to play them when you get it installed again. Leave all of your game's files where they are and in tact. If they don't show up when you re-install the client (they should but they'll be grayed out...click to launch runs a quick process that verifies you own them) make sure the new instance of the client is directed to your Library folders correctly by going to
Steam > Downloads > "Steam Library Folders" button.
Futzing around with the words in the exe name came up with both an SDK (Software Development Kit) and NVIDIA related results. If you happen to have an NVIDIA video card also check to be sure your graphics drivers are up to date.
If it's something to do with the SDK...that's internal. Re-installing the client should fix that.
Since it's happening when you launch the client it's most likely an issue with the client somewhere. Re-installing it should fix it. I don't think it's a video card problem but it's always the first step when there's any error to check for driver and operating system updates.
The specific DLL file is vulkan-1.dll, you can get it here: https://vulkan.lunarg.com/sdk/home#windows (choose Latest Runtime/ZIP -> Download Latest Binary Zip).
Extract the Vulkan-1.dll file and put it into the 'bin' folder within your Steam folder.

Thank you for the confirmation, and the fixes, you guys. Wish this had come before i ruined my Steam install, but that's just how Time Zones work, i guess.

Also, you shouldn't put it in the Steam\bin folder since there are both 32 and 64 bit versions of the vulkandriverquery program, both linked to a file with the name vulkan-1.dll. This may cause conflicts with the executable not matching the DLL's platform.
Beta drivers above work with a clean install of drivers, the win7 work for win8
If you update to the latest drivers with nvidia it will break vulkandriverquery64.exe again
whatever this is, its still them that provide Drivers, this is not Steam or game devs or Microsoft.
and for the moment it seem most have win8,1 OS.
steam has nothing to do with other Manufactorys Drivers.

I was using older drivers due to a bug causing my GPU clocks to get stuck on lowest. I just installed 452.06 and so far I have not had that issue. (crosses fingers)
Can you please take all this to Nvidia or AMD support , there is nothing anyone here can do anything about it, i and other dont work for steam or Nvidia or AMD,
Let me be hornest about it, how come 2 worlds most leading Graphic card companys keep screw all up in a standard driver thats predefined and boxed layout, this is not even room for change, and yet its almost dayli or weekly update ( i mean this look more like cheap crap card all of them , and more a sign of all cards is to weak and not ment to last. )
ask all gamers here, i bet you will see angry post from here to 40 years of computer experience they have always screw things up. ( imo this just show how bad and how many optimize issue there are all the time. )
