I know I'm not the only person reporting him to Steam either which is why it's so odd.
There's a number of reasons for this. Most importantly it's because retaliating in any way only makes matters worse, and likely brings you into getting infractions too.
Just leave it to the authorities to deal with it - they have the data and evidence to make the best judgement, so just leave it for them.
But NEVER ever kid yourself by falling for the myth that because they are continuing to do stuff that they didn;t get reprimanded. That doesn't follow. The ONLY way you are able to tell if a user has received penalty is if their account gets banned, because you can see that data on their profile. But you CANNOT tell if the user has been warned, or any other type of punishment.
And it's fruitless to bother yourself doing so, because that way doesn't do anything good for your sanity.
Also, I'm not saying this is the case with you, but some people have a twisted idea of what rule breaking is. We see a few posts like this every now and then, and a lot of the time, it's because the user has no idea what an infraction really is, so they think Valve aren't doing anything.
So you see, the best way to avoid ALL of this is simple - report, block, move on.
It's also true that many harrassers get bored eventually when you don't engage in ANY way.
Of course, there is a line to be drawn here. If at any point the harrasser gets your personally identifiable info and harrasses you that way, then it's police time. Keep the evidence, file a report, and keep Valve in the loop too, as the police might ask them for evidence.
SO, yes, report, block, move on.

And remember, just because you find another forum user really annoying doesn't always mean they are in violation of the actual rules.
Be careful you don't send so many 'false' reports that you don't start to look like the problem.

and if they are online friends only you cant trust who is who.
You might rethink every step you are doing as you do now with a private profile. do go invisable
take a timeout dont follow or tell anyone you are play a game. or play with that charector if he know who you are.
