What happens exactly when you manually attempt to update the client, as outlined in the error message, using that exact method to update the Steam client ?
What is your operating system ?
Is the operating system 32 or 64 bit ? (Example Windows 7 64 bit, Windows 10 32 bit, etc.)
Are you using a router with your network connection there ?
1: I don't believe I do have an anti virus, I checked my apps and programs, and I did not see one.
2: Windows 10 pro 64bit
3: I'm using a wifi dongle
And that wifi dongle is possibly suspect to your issues, so unless you have no way to do so, I suggest that you bypass all wireless connectivity while troubleshooting this, and use ethernet only directly to the modem from the computer.
See this support page, as well as everything linked in blue, please.

Those are all the programs that I currently have installed at this moment.
I don't think that its possible for me to run an ethernet cord directly to my router, The router for my house is all the way downstairs, I have my own room that is a floor above it, I don't think that there is a long enough cord to do that. Thank you for responding and helping me out with this
It was suggested that you bypass the router. And if you cannot do that, if we come to no conclusions with other methods here and steps, then I suggest you then consider taking the computer downstairs to the modem. Floors, walls, and other obstructions, after all, can affect signal loss and connectivity, as well as possible signal degradation over time due to hardware age. Just consider it, please.
Meanwhile, I am looking at your list that you linked. And I see one that comes up often here and has been seen to conflict with Steam and games possibly, even when not running in the background due to possible hidden processes.
Skype.
Skype is on the list here.

I will look at the list further, as not everything that can possibly affect this and be a cause is listed on that support page.
I don't think that its anything about connection, I've had troubles in the past with it but I think that I've fixed it. I've had this issue before and it seemed to work if I just let my computer sit for about a couple days. Thank you for putting some of your time into helping me with my problem.
In a troubleshooting process, you should eliminate known possibilities, and wireless hardware and connections are always known possibilities. As well as possible problematic software such as Skype.
If not, I would seriously look at the wireless hardware and try to bypass it and run to the modem. Hope that helps.
