If it is a dynamic pack, then the base game should be removed from it when someone owns it.
Anyone with the base game who can check?
And still pretty much every other game store pages list upgrade options available despite not containing the base games (I can list hundreds if you want). That's why I think devs either missed a check box or intentionally unchecked one when creating the pack.
The price difference is 11,28€ (26,27€ for Collection compared to 14,99€ for DLC Package) just for few OST's, an Artbook and some videos. That's more than I spend on most games.
Depends what pack you mean:
Buy Kingdom Come: Deliverance Royal Edition - Non dynamic pack (29,99€)
Buy Kingdom Come: Deliverance Collection BUNDLE - dynamic pack (26,27€)
Buy Kingdom Come: Deliverance - Royal DLC Package - non dynamic pack, does not contain base game and not listed on game store page (14,99€)

Base game and the missing dlc would be 30.

Steam =/= the developers of this product.
Steam does not in any way dictate or control what a developer or publisher prints on the store page. That's why we say, contact the DEVELOPERS.
To be clear I think this does have a bit to do with how Steam has the setup work, although mostly it's on the developer as it would be easy to fix. The store page lists the game itself, plus any bundles that include the game dynamic or non-dynamic along with a DLC list.
In this specific case there is a non-dynamic bundle that shows up that has the base game in it, but another non-dynamic bundle that doesn't show up because it doesn't have the base game in it that would be cheaper.
Now the developer could easily fix it by making the Royal Collection a dynamic bundle and deleting the DLC one.
