As Kurumi said. Just wait one to twenty four hours.
You should be able to then use your money.
If you're using a Visa and/or gift card. You need to verify the card and wait an our or two.
In any case, once this message trips all you can do is follow what it says. DO NOT keep trying because there's another issue. Many banks and card providers havecertain security features, one of which can be to automatically lock out cards that have had too many failures in a short period of time. You won't know this - all you'll see is a continual failure message and you won't get anywhere.
One user quite literally had this going on for about 6 weeks once. He would bang away trying to pay, trip the lock out, which lasted 24 hours, then try again the next day and so on, continually resetting the lockout.
Once he gave it the full 24 hours it was OK.
So just be cautious of that. There is NO hurry, so just try once, and if it still persists go away and do something else for quite a few hours then come back and try again.
You can also mitigate the risk of further error or problem by tailoring your purchasing to the least busy times of day. I'm a night owl, so I buy all my games around 2 am.
