Electronic Mail means not physical address, example: bobross@happyteaparty. com
Mailing address means physical place, example: 123 rainbow road
Now that out of the way, if you fail catchpa, and not seeing it then either your using something that blocking scripts, or such on the page.
If you want to change your email on the account, open your Steam client, go to settings, click on button change email, and follow the instructions.
I'd recommend trying a different browser if you can't find any scripts that would be blocking things.
I recently had an issue buying a synth online through a well-known music store, and I couldn't enter card details correctly on a kindle, or my laptop through three different browsers, or my WiiU, or my daughter's iPad.
I managed it on the Xbox One in the end.
Can be a right pain when this sort of thing happens.
Security is nice and all but... I've been trying to create a working email account and Steam account for seriously days now, really spend quite a few hours on this, and it's utterly frustrating not being able to get it done... It's either MS that's ruining things or Steam... And you run into a wall all the time because neither MS nor Steam offers any help. Extremely annoying.
Let me explain it again. I want to change my e-mail adress because the first one doesn't work anymore. Hence I can't send a code to it. Steam then offers me the option to fill in a form.
After filling in the form and clicking SEND I get a screen saying I only need to verify my new e-mail adress.
I do so and I get a code and I enter in into the form.
After pressing SEND once more I get a message saying the captcha can't be verified... Yeah, duh, I didn't get one!!!!!!!!
I need to contact Steam support but Steam support only sends me around in a loop through useless help files... so here I am at the forum (luckily enough to have another account to post with!!!).
HOW THE HECK can I change my e-mail adress here?!?!? Is there ANY way to contact Steam directly? I've been a loyal customer for years and years and spend a lot of money here. And now I finally need some serious help for the first time and I can't get any.

Is there ANY WAY to CONTACT Steam about this??????? I am getting extremely frustrated after hours and hours of fooling around with this crap.
Since you're filling out the forum ensure you're not using any browser extension / add-on to cause any interference in with the web page, such as ad blocker, or whatever.
There is away to contact support, and to go to there visit help page, click on my account, then click on Data related to my account, scroll all the way to the bottom, and click on contact support.
I appreciate the help here but so far it didn't help. I need someone from Steam to take action and help me out.
You have to look at your new email inbox, that where the code should show up for this form you're filling out, in the first box you put the new email you want to use, code is send to your name email.
For catchpa not to appear either something blocking the script, or browser you're using having issues.
If using VPN/Proxy they may block things as well.
2. I did get the code: getting the code is NOT the problem!!!
3. I am using the Steam client, not a browser! I reinstalled my entire PC a week ago so it's a brand new Steam install too.

Do the recovery, select your account that shows up, choose I do not have access to email, until you get to the form to fill out, when you're filling out the form, enter in the new email address, you will get code only to your new email address. Explain there, once you have submit your form, Steam support will contact you asking for proof of ownership, once you have provided proof, your account will have that new email address.
Do this on Browser.
Okay I just come across this issue that you were facing recently, any help that you can give after you managed to resolve the issue with changing email ? I have login credentials on Chrome, Edge and Steam desktop app but can't see any of the captcha request, can't make any login to other platform without repeating the loop that you faced
