If you mean you have fulfilled all the terms to unlock all the achievements, but actually only 5 of them have "popped" up, then that's a problem.
If you mean that all the achievements have unlocked correctly, and you've only earned 5 trading cards, then yes, that's how it's supposed to work.
Achievements are NOT tied to cards, for a start. Only playtime generally. You will also only ever earn HALF the total amount in a set, and can get duplicates. For instance, a game having a total of 10 cards will mean you can earn 5, and they could all be the same one.
All the achievements on Steam are the same as the ones ingame and only 5 have unlocked. Does that clear it up?

Sometimes this happens with games, and I've never found out a concrete answer why. I suspect it's something to do with how it communicates with the Steamworks package, as I've personally witnessed it sometimes when my internet dropped out briefly.
But your best bet is to indeed ask in that game's forum, hopefully one of the devs can explain further.
