And see how much you have actually credited to your account. If it does not show there is enough spent, then you either used the wrong method to make your account no longer limited, or simply need to spend more.
At least, those are the two most commonly seen issues here.
Also, how long ago did you do this ? Because sometimes, the system just needs a small amount of time to apply the changes to your account.

How did you add $5 USD value to your account???
If you had someone gift your $5 by Steam wallet gift funds, this does not count at all towards your $5 limit.
If you trying to redeem games by Steam key, this will also not count towards your $5 limit.
The only way for anything to count towards your $5 limit is using credit card, bank transfer, or getting a Steam Wallet card from your local shop for your account. You will have a large banner telling you all the info what you need to do to make your account unlimited.
