Report a translation problem
If I go to my laptop I can still launch and play them as normal but my desktop wont let me install or search for them and attempting to redownload them from the store page makes steam pretend to launch them as if they're installed.
In which case, it'll return to normal soon.
Ah but I wasn't talking from Steam's viewpoint was I? I was talking from my own - context is everything.
This is basic English comprehension. Here it is Wednesday. The maintenance, from my poitn of view, was yesterday. Simples, eh?

This sounds like exactly my issue! I'm relieved to know that it's not just me, sorry you're experiencing the same troubles though.
First off, a big stink is not required. First report they get will enable them to check it. But they're not going to do that in the middle of the night in a timely fashion.
As it turns out, whoever they have as "on call" staff did fix it fairly quickly.
Never assume that people are sitting idle or doign less until a big stink is made - that's just silly.
