A) Your credit card blocking Steam.
B) You're entering in your info wrong.
Regarding billing address. This NEVER applies to you unless the following happens - you live at a different address to where your bills go. This is commonplace with businesses, not so much private individuals. For example, I could have my delivery address as my warehouse, but the billing where the invoicves go, and the tax stuff goes to the adminstrative offices.

So for most people you ignore it. It sees "blank" as being the same as your home address.
As for the blocking thing, I'd recommend going through it with your bank, preferably while they' re on the line. It's not unheard of for blocks to be there and yet they can't see them, or other weirdness. It's most likely youre making a mistake somewhere, so they'd find that too.
What you should be doing is buying a game on your account, and you enter for payment the card number, it's expiry date (and start date if that's asks for it), the CVV number (the three digit number on the back of the card), and the name EXACTLY as it appears on the card.
Leave the billing address blank. Your home address should be autofilled once you enter your zip (or postal) code.
The address part?
Just detail to me what happens step by step when you try.
What you should do is go straight to the zipcode bit and fill that in. It should then autofind what your choices of address are and you then pick your house number or whatever.
I admit it might be a bit different for the US, as I'm British, and how it works for me is I put in my postcode PE11 blah blah blah. It brings up Barge Close, Spalding with the options to chosse from numbers 2 to about 10. Mine's 4, so I click on that and it then has the address filled in.
So let's see if there';s something amiss here.
So you put in your zip code first of all, right? What happens then?
Does nothing happen, so you then have to go and fill everything in?
I've just given up hope at this point it's not gonna work, it's just gonna keep giving me the error message

As I said when you first go to the payments page, when you get to the address bit, you put in the zipcode. What does it do AT THAT POINT?
If it does nothing at all, tell us. If it tries to do something buit fails, tell us.
You then have to manually fill it all in, is that correct? Because if that's so, then I'm sure that's why it's tripping up.

Right, now I think I see the issue.
I've got to ask the stupid questions, so forgive me.
First off, are you SURE this zipcode is correct?
Have you used this card to buy anything else online, and if so where?
What happened there when you used the zipcode?
If this is a first for this card, then the best advice I can give is to ring your bank and say "hey this zipcode doesn't work" (which can be a thing if you live in a new home - I had that for a few years once). They will be able to look through and help you sort that out.
Well, that it what I was expecting, so thank you for explaining.
Although your card is NOT blocked, it CAN have issues like this if you've never used it online before. I've seen it many times before in a number of countries.
So again, I am confident if you ring your bank and say "hey, I understnad this card isn't blocked but I'm trying to buy a game on Steam and the zipcode won't even work and it's declining my transaction" they can check the zipcode for the account is correct and be able to see if there's anything else untoward.

If this is just a normal bank card, you do not have online purchases option as it's not a credit card to begin with at all. If you want to use bank card for online purchases, you need to use bank transfer, such as Paypal, Paysafe, or etc, whatever option Steam provides as a payment option to you.
Once more, ensure all information matches with your card information that include name, and address, as well zip code, if you provide wrong info this will deny your purchases everytime. Also please note you may trigger a cooldown on Steam if you make too many fail payment attempts.
