Steam itself is not a game therefor does not have achievements only the games you buy on Steam.
Non Steam games will also not apply for achievements when using a launcher in the steam library as a non steam game.
If achievements is the all in reason why you play games use SAM.
The game page in your library will have a counter too right at the right side of the title and play button. It will say something like "0/10 acheivements". If it ain't there, you don't have achievements on this game.
If however, you are correct and you have achievements, then check that games forum here. It's not untoward for some games to be glitchy, so use search function to see if others have had issues and if there's a fix.
Also, make sure your internet connection is STABLE. You might ahve a good connection but if it drops in and out while you're playing, this can sometimes affect popping achievement - I've had it myself.
Lastly, when you check the games forum, see HOW the game unlocks its achievements. Some work just like on other platforms - they pop on the screen as soon as you've earned them. Others, like Binding f Isaac do weird stuff like not popping at all until the next time you open the game.
And if all else fails and there is something that caused these games not to pop then you do have Steam Acheivement Manager. It's frowned upon by some people, but there's nothing to worry about as long as you use it sensibly. The only person you'll be hurting by unlocking achievements you haven't earned manually is yourself.
