second check if the library folder is corrupted & need to be repair. go to steam>settings>downloads>library folders>right click the folder in the list>repair

I tried that and it did nothing.
If it still doesn't, then there's something very wrong with those files or the drive itself, and in that case you're going to have to reinstall the whole thing.
Question - what kind of drive are you using? It isn't a USB thumbdrive is it? Because I've seen this problem when people erroneously think they can use USB thumbdrives for storage and you CANNOT.
If it's a USB hard drive, it';s quite common. As I said if it's a USB THUMB drive, they don't work. Some users foolishly try using it and it ♥♥♥♥♥ up.

Please go back and try what I said. I said it for a reason. I wonder if it's trying to put the update on the wrong drive as that does happen, SO please do as I previously suggested.
Don't remove your Steam library. That's not what I said. I'll say this one last time - please go back and read what I wrote. I detailed exactly what to do, and I didn't just type that out for fun.

So just to be clear you tried removing and adding the hard drive as I stated, because your last response was that you hadn't tried it (you were tired of waiting).
So, run through EXACTLY what happens step by step when you try to do as suggested.
