Best way to give away game as part of a raffle for charity?

I am working with a friend on an extra life campaign he is running and they are going to raffle off some board games on their stream when they do it. I had the idea that I would really like to throw in some copies of the game Battle Brothers because of how much I love that game and want to support the developers, so it is killing two birds with one stone for me.

First question is if this violates any of the terms of service. I am not selling the game so I don't think it violates it but would be good to get feedback from some one with more knowledge.

Second question Is there a means by which I could generate keys to give away? The gifting system seems like it is intended for Friends and even when you give it to some one not on your friends they are added to your friends. I suppose I could just remove people after they accept the gift but it seems like a lot of extra work.

Thanks in advance for any advice on how to do something like this and if it is possible under the terms of service.

I was asking about a key or token that when redeemed would move a extra copy of a game from my inventory to another users inventory. Just use something like a private Steamgifts giveaway. Share the link with ppl you want in. Do tell the winner they have to be friends for like 3 days before you can gift them said game unless it's tradable.

Is it the CD Key we're talking about? It shouldn't add to the inventory but rather just not allow you to redeem it if you already have the game.

You can't buy those keys from Steam but rather from game developers/publishers of the game, maybe some 3rd party websites as well such as HumbleBundle (but be careful of the legitimacy of those sites, you're at your own risk).

Legality should not be a problem as we already have plenty of giveaway events going on in different groups even as we speak.

Depending on the respective countries of you and the winner(s) you may not be able to gift the game due to pricing differences.

If you have a lot of winners it may look to Steam that you are up to something shady, (ie selling games by accepting some sort of payment outside of Steam) and you may have your gifting abilities revoked. I think there may be an automated system that looks out for that sort of behaviour

I am only looking to give away a couple copies, we are just a couple friends doing this so hopefully I wont run into issues with that. Also thank you for mentioning various countries, not something I had considered but I will have to mention that and probably limit to US.
