Thanks for the response, I might need to clarify, I wasn't talking about a key for activating a game. I was asking about a key or token that when redeemed would move a extra copy of a game from my inventory to another users inventory. I don't think what I am looking for exists but I figured I should check. Maybe your answer is the still the same but thought it was worth clarifying, sorry for any confusion.
Is it the CD Key we're talking about? It shouldn't add to the inventory but rather just not allow you to redeem it if you already have the game.
You can't buy those keys from Steam but rather from game developers/publishers of the game, maybe some 3rd party websites as well such as HumbleBundle (but be careful of the legitimacy of those sites, you're at your own risk).
Legality should not be a problem as we already have plenty of giveaway events going on in different groups even as we speak.

Couple of things to note -
Depending on the respective countries of you and the winner(s) you may not be able to gift the game due to pricing differences.
If you have a lot of winners it may look to Steam that you are up to something shady, (ie selling games by accepting some sort of payment outside of Steam) and you may have your gifting abilities revoked. I think there may be an automated system that looks out for that sort of behaviour
I am only looking to give away a couple copies, we are just a couple friends doing this so hopefully I wont run into issues with that. Also thank you for mentioning various countries, not something I had considered but I will have to mention that and probably limit to US.
