Reason being that if it's not always, then it's likely to be either an issue with your internet or a local server issue. It sometimes crops up when there's congestion, so it might well be that a server in your region is a bit twitchy.
Whereabouts are you located?
If that's what you're using to access the store that is.
Likely. Isn't Indonesia largely muslim? As that might well be blocked if it's the case.
And DO NOT use a VPN. I know you're stuck, but VPNs are against the Steam Subscribber Agreement - it's a great way to have your account frozen.
But again, if others can use Steam fine, then I doubt your IP has got blocked as it doesn't work like that, frankly. It's probably as I said - a local server being twitchy.
Well, the first thing to do is check EVERYTHING your end. Cables, router and everything up to the point you connect to the outside world. You should make sure to cold boot your router, make sure it's away from other electrical stuff. Check your cables are good and the plugs and sockets involved are good too.
Do a speed test without any other processes running to see if this is a Steam issue or if it IS your internet speed on the whole.
If it is the latter, then you can contact your ISP and ask what's up and tell them you've checked everything your end.
And it doesn't matter that your only way to access is via VPN. It is STILL against the terms you agreed to, so you need to realise that.
- Ensure that your firewall, or etc isn't blocking Steam.
- If connecting to a private DNS, or VPN, use another service that public like cloud flare, or etc for DNS, or for VPN use a better servicer that isn't blocking Steam.
Please note when buying things on Steam, they will not like it if you're using VPN, proxy, etc to spoof location when buying things on Steam, as people has been using this method to region hop to try to get games cheaper. Section 3.A

it usually takes 2 - 3 days for your ip address to be unblocked
but you can try to restart your router...
Yup makes sense as VPN servers will have 100's if not 1,000's of user going through them at any time. Only takes a fraction of them trying to access Steam for the IP to get flagged and blocked.
Their are some sites I have issues accessing occasionally or can access but need to do a Recaptcha to prove I'm not a BOT. Solution is to disconnect and reconnect. Sometimes takes a few attempts.
