What I can offer you is a workaround. I use a fair number of different controllers from regular Xbox controllers to various Sony ones and even modified controllers for disability.
I have them all working fine with Steam including some non-steam games that launch through the UI. Any of the games (or controllers) that have been problematic I simply run Joy2Key instead and let that do the business of working properly. It basically tries to emulate the Xbox One controller, so it's meant for things like the Dualshock 4, but it can also help in situations like yours where even regular controllers like the Xbox one aren't playing nicely or games aren't.
I can't guarantee this will fix things well enough, but it's worth a try.

Best of luck. I know a fair number of people use DS4Windows and a couple of others. Frankly I've found that when there's a problem, Joy2Key usually is the one that sorts it out. At least for me, I've found that.
I can't speak for other people. Still, no harm in having more options.
