Wrong location for my IP
I'll start with most of this information was gathered from a very long discussion with my ISP about this issue so some info I may have misunderstood.

So I've been having issue for over a month now when my ISP started using a new pool of IP addresses, they had to contact many major sites (Google, Amazon, Spirit Airlines, ect...) to notify them they need to update their registry to get the correct location for these IP addresses.

My issue: Steam is only showing Asia/OC servers to me because they do not have correct location for this IP, if I use a VPN to spoof to United States (I'm already in United States) then steam is showing all servers fine.

What is best way to go about fixing this issue? I have tried going through the customer support pages and am not running into "Create a Ticket" so I assume I cannot for this issue. Anyone know a fix? The only way to get a new IP from this pool is to turn my router off for 72 hours which is for sure not an option in 2019. Any way I can contact steam and have them update manually?

Sounds like your provider needs to contact one more mid-to-large site, that would be Steam. I think, from this side the credibility would be higher than if you as a single user claim that you're in a different region than your IP seemingly implies.
Until then you got a great chance to learn some korean, I suppose. Or to change your phone company. No guarantee, that a 72 hours disconnect (the fact, that three days without internet appear to be a shocking imagination to you, is a different matter) would let you end up on a USA-adress instead of a different one for a wrong area.

This whole issue is likely a bit too unusual for Valve to have a standard procedure about it, so leaving the job to the company you're with might have the better chances.
And better don't work with VPNs around here. TOS-violation, can lead to account termination.

Yes, going without internet for 3 days to roll the dice with IPs does seem crazy to me. At the end of the 3 days there is a decent chance I get another IP from the pool that also displays as china. If you think that's an acceptable fix for my issue then I don't know what to tell you: unplug my router for 3 days, plug it back in get another china IP, repeat until I get US seems a little excessive.

My provider said they would contact Steam for me if I provide them a link to contact them with, which is what i'm having a hard time finding. You have to find the correct set of clicks in their support menu that will allow you to create a ticket.

Every IP location site I've visited is showing correct location, it's an issue on Steam's end, at least my ISP says it is based on their contact with other sites.

Type your message up, explaining it nice and politely.
