Sounds like your provider needs to contact one more mid-to-large site, that would be Steam. I think, from this side the credibility would be higher than if you as a single user claim that you're in a different region than your IP seemingly implies.
Until then you got a great chance to learn some korean, I suppose. Or to change your phone company. No guarantee, that a 72 hours disconnect (the fact, that three days without internet appear to be a shocking imagination to you, is a different matter) would let you end up on a USA-adress instead of a different one for a wrong area.
This whole issue is likely a bit too unusual for Valve to have a standard procedure about it, so leaving the job to the company you're with might have the better chances.
And better don't work with VPNs around here. TOS-violation, can lead to account termination.
My provider said they would contact Steam for me if I provide them a link to contact them with, which is what i'm having a hard time finding. You have to find the correct set of clicks in their support menu that will allow you to create a ticket.
Every IP location site I've visited is showing correct location, it's an issue on Steam's end, at least my ISP says it is based on their contact with other sites.
Click someone's name in the Customer Support team.
Click Contact.
Type your message up, explaining it nice and politely.
Add a line at the end: "Please forward this to the relevant personnel."
