Brief question about Steam Gift Cards and non-limited account

I have a short question.
I'm going to buy a gift card for a friend, in order to put money in his wallet; he has a limited account (even, it's a new account), and I have a doubt. When I do that, his Steam account will be unlimited? If not, he's planning to buy some things in a game's store (tf2), this will do his STEAM account unlimited? Has he to spend all the wallet to become unlimited?

A digital gift card or a steam gift doesn't count in removing the user's restrictions.

Adding a Steam Wallet card that is equal to $5 USD or more to their Steam account should do fine.
