Are they all totally ignoring Steam and games in real-time scanning ?
There can be other programs that Steam and games don't like, too.

It's a prebuilt from BestBuy. It almost surely has bloatware and/or problematic software installed on it already. Some of these like to come with McAfee, which is a terrible antivirus to use with Steam and games, as it has background processes that are known to be an issue, depending on the version installed maybe.
Do i try to turn it off with steam or some how disable to see if it works?
It could be McAfee, and/or other programs that are causing it, but I suggest you look at McAfee first.
Click Windows Start and type in msconfig and run that resulting process. Go to the services tab and check the box on bottom "Hide all Microsoft services". Take screenshots of all that is left.
Then go to the startup tab on top of that same window (Task Manager in W10). Take screenshots of all that there also. Don't forget to scroll down if needed and get everything in the shots, please.
Post all the links to the above screenshots here, using a file hosting site such as imgur.com, which is free to use.

There is no need to verify integrity of files and surely no need to go through doing all the work other replies have suggested. That is all a completely unnecessary. Either uninstalling McAfee and replacing it with different anti-virus protection or digging through the settings to turn the feature that's causing it off (which likely turns things off that are needed for protection so you may as well trash the thing and get a different one anyway) fixes it.
