There's a download section in the Settings of the client. Make sure bandwidth is set to No Limit and clear your download cache then try again.
What about your DL rate in other places AFTER your formatted your PC?

Has the download rate in your web browser been affected as well?

Did you make sure all the device drivers were reinstalled and up to date after reformatting the drive(s) ? If not, you should, depending on the OS that you have, which I don't see in your post above.

all my other programs have no connection issue, only steam, it hoes up to 1mb/s then drop down and stop, and again and again, swithced servers, cleared chace, reinstalled steam both on ssd and hdd, windows 10 64bit, reinstalled netork drivers, still not working, JUST FOR NOTICE: Origin is downloading battlefield 1 at 7.00MB/SEC while steam downloads WALLPPER ENGINE at 1,2MB/SEC at max then drop down to 0 and restart over and over, so the problem is steam and i have no idea why as it worked fine before formatting

"Fixed" by doing every guide on internet and having no luck, following a guide I made an exception for steam on my firewall, i removed the exception and magically it started working again :steamfacepalm:

What firewall do you use? That would be useful info for people that have this issue and have the same firewall in the future.
Not that people actually search the forums before they post but for people here that reply trying to help...
