That lets you write a manual ticket to Steam Support.
Explain the situation and ask again for a refund.
According to his reviews he played the game for 1,4 hours total.
If he also just bought it he is indeed entitled for a refund if he asks.
I had this happen about 2 years ago with Bus Driver (game). I spent several days trying to get my controller to work and after I found out from the game developer's support that the game is too old and doesn't support newer steering wheel controllers I asked for a refund that was denied by the automated system. So I submitted a support ticket and got the refund anyway.
This was before this new 2 hour policy thing.
Especially for games that don't have a demo to try how are you supposed to know if you like it or not or works well with your system, etc, without giving it a few hours (more than 2) trying it? This policy is ricidulous and needs to change.
If you keep abusing the refund system as a replacement for demos, Steam will eventually complain.
I'm not suggesting anyone abuses anything. In my experiences with Steam Support they're very understanding and helpful. I believe they'll change this policy if enough people address it making them realize 2 hours is not enough. Especially for games that don't have a demo to try. When there is a demo the demo doesn't have a time limit it can be played over and over again and we can spend years playing the demo before deciding whether or not to buy. Demos have feature or level or progression limits.
I've gotten games that looked really interesting but after getting them found out they're not for me or don't work = refund and refund no matter how many times someone requests a refund.

Support state more than two hours have been played so clearly the MW2 MP portion was exected else support is lying. It's one or the other.
refunds arent supposed to be for demoing the game , its if you play a game and it doesnt run well on your rig , or if the game simply is not something that you enjoy , and that is something you can easily tell in the first hour
I've played only the single player since purchasing the game. I have not even installed the multiplayer.

So maybe/apparently the automated refund system isn't working right. Hopefully you have submitted a support ticket, Xaphnir. You're not abusing anything and your reason for wanting the refund is among the reasons they accept and approve refunds for so you're most likely going to be refunded.
