I know you think you know everything at 16, but you don't, one of the things you clearly don't know is how a PC works. Try answering The Giving One's questions rather than assuming you know everything.
2) generally speaking if you are correct, then there's a patch that trying to get downloaded but is failing. Usually thats a firewall/anti-virus issue. Though you can try to re-download the entire game from scratch to stop the patch entirely
3) otherwise you may have the steam client open on a web page that is looping a video on a store page
Note that when people ask you legtitimate questions and YOU answer them in condescending ways YOU are the problem. not them. Peple are trying to help you then YOU come in with the condescending attitude, then YOU accuse others of that? That is a great way to NOT get help at all.
Someone tries to help you(repeatedly) and you act like a brat. Why'd you come here if you just wanted to complain and not fix your issue?
