Refund Failed.... My 29,99 is still pending on my paypal after 9 days. Please help

On June the 22th when the summersale started I bought Call Of Duty Black Ops III for 29,99 but I decided to refund the game after a while.... But now my 29,99 is still pending after 9 days on my paypal account. When I tried to buy the game it failed the first time but the second time I was able to buy the game... I installed it and played it but when I look at my steam support it says that it failed to complete the paypal transaction when I bought it.... Please help

Where is my refund? My refund was approved, but it’s been more than 7 days.

Approved refunds can take up to 7 days to appear in your account – however, refunds to international payment methods may take longer. If your refund hasn’t appeared after 7 days, please contact your bank directly and ask about pending refunds on your account.

Note that in international cases it can take up to 14 days for the transfer to be processed. Banks are slow like that. It might interest you to know that when you order something online, typically your order arrrives in the mail before the seller actually gets your money.
