Performance is not just about hardware. Software that you have running along with Steam and games can also negatively affect performance.
Post the model and model number of that motherboard you have, please.
Post the operating system, including if it is 32 or 64 bit.
We can discuss software possibilities next after you give this information, please.
and those fps are just fine espacially for such an old GPU. do you even have a monitor with m,ore then 60Hz so that it can display more then 60 fps?
Take screenshots of all of the programs you have installed on your computer. Control panel then programs/programs and features. (Windows 7,8,8.1) or "apps" (Windows 10 click "Start" (Windows icon on bottom left))
Click Windows Start and type in msconfig and run that resulting process. Go to the services tab and check the box on bottom "Hide all Microsoft services". Take screenshots of all that is left.
Then go to the startup tab on top of that same window(Task Manager in W10). Take screenshots of all that there also.
Post all the links to the above screenshots here, using a file hosting site such as imgur.com
Myself and others will look at the shots and see where we may see performance-hindering software or processes.

There you go mate.. please help me.. i know that i wont be able to see over 60 fps (since my monitor is 60hz) but im concerned something isnt right since other people with the same
CPU and GPU get way better fps than me.. like yestarday i was seeing benchmarks of gta 5 and people with like a gtx 660 and a i3 would get more stable fps than me.. ON ULTRA.. meanwhile if i run ultra i literally cant look to the side of how choppy it is. if u need something else. Oh, and my pc is 32-bit.
Thanks, but you did not post your OS, instead you gave it being 32 bit. I cannot give anymore information as to device drivers until I know the exact OS. (Windows 8.1, 7, 8, etc.)
On to programs and processes.......
Advanced Systems Care 10 - this is a BAD one, in bold and with a green symbol. Meaning it really does not like Steam usually. See the list......

Avast Free Antivirus - also on the list above, but you can use this as long as you have real-time scan exceptions in it for Steam and games.
Also, That Advanced Systems Care 10 and Avast are probably conflicting with each other, quite possibly. There is such a thing as having too much security software on a computer. They can conflict with each other, not to mention with Steam and games, too.
I suggest keeping Avast and making the exceptions and totally uninstalling Advanced Systems Care 10.

IOBit Malware Fighter - It's IOBit. This software may not like Steam either, as IOBit also makes Advanced Systems Care.

What is that KMS-R 1n process for in your msconfig shots ? If that is what I think it is for, I cannot continue here.

This covers what I see so far. Uninstall the software above using Windows or the program uninstaller packages (IOBit uninstaller, for example), reboot the computer, then verify the game files for any games giving you problems.

Keep Avast and make the exceptions. Verify what that KMS - R 1n process is for. If it is what it appears to be, I suggest you reply carefully.
