So now is maybe not the most ideal time to be troubleshooting Steam issues. I suggest waiting a bit.
Steam then settings then Web Browser. Allow the page to refresh. Then, test it again.
Also, it was not an assumption based on 'no real data'; it was common bloody sense.
Everything but the Steam client was working perfectly on both of my computers, internet included. The Steam client did was lagging until I went offline with it, and did not lag until I allowed it to update. Games ran fine even during the laggy period as long as I was in Offline Mode.
Conclusion: The Steam client's connection to the internet was faulty, most likely caused by said update.
So while I might not understand what the exact issue was, don't assume that the conclusion was baseless.
Personally, I didn't see a reason to go into safe mode. The problem arose from the update on both of the computers, but didn't effect the performance of the computers, themselves, or even the games in my library after I went offline. It sounded like an issue that another update would be released to fix, so I was waiting for that. But if safe mode provides a fix for others, that's gravy.
Feel free to use the forum search and you can see for yourself if you wish. You It was asked "what's wrong with Steam" in the OP. I was attempting to try to help you figure that out and safe mode with networking was a method to do just that. But you refused to try that method, so that is what made me not understand why ask for help apparently, but not follow suggestions or methods that are given to provide such help.
At any rate, glad you seem all fixed up there and good luck to you always.
Because, as I said, my system didn't change. I have always used the same setup (Windows 7 64bit + MSI B85-G43 GAMING). I did find the problem though. My "userdata" folder had huge files, amounting to 1.9GB. Now that I removed the "config" folder inside userdata, Steam uses just 60MB of RAM.
And I was talking about INSTALLED games, not how many games I have on my account. It seems it was somehow related to it. These huge files seem to have originated from those game pre-configuration Steam runs before executing them for the first time.
I see one possible issue. ...
Do you have the Killer Network Access Manager software installed on the PC, since it is an MSI with a Killer device ?
Do you have all of these drivers fully up to date with the latest versions ? (click "driver" there and then select your Windows 7 64 bit in the drop menu)

If you have the Killer Network Access Manager installed there, that process/program is a known issue with Steam. If you have it, it is recommended to have the latest Killer Driver ONLY and not the manager software installed.
Seen it many times and can link you the proof.
EDIT..Some of those device drivers are quite new. The Killer and the Chipset being from early this year even, which is very important given the age of that board.
EDIT 2...And even after all this information above, there are still other possibilities that we can explore to troubleshoot the problem. The most important thing is to not make any assumptions and just use a process of elimination to perhaps track down where any problems may be happening.
Motherboard drivers are not updated, but the problem is fixed for now.

I highly suggest you look into making sure all drivers are up to date. You are ok now, but other issues can come up later relevant to this, and in any future cases, your system may not have changed either, but without updated drivers, that can possibly be the problem.
