Download speed drops to few KB/s after 1min or so
When I start steam and begin to download a game after a around 1 min it drops to a few KB/s from my normal 7,5 MB/s. Then when I restart steam it again downloads at normal speed and drops after ~1min. So I keep restarting. I chasked if other programs could be interfering but that's not he case. When I download stuff from my browser or other gamelaunchers like battle.net it works fine. What could be wrong?

Boot the computer into safe mode with networking and test the downloads again. Change regions to many different places while in this boot to fully test this out.

This is only a test and not a permanent solution. If you see improvement, it means there are more steps that are needed.

Changing download regions is the most basic form of troubleshooting, and often, the most effective.

https://support.steampowered.com/kb_article.php?ref=2274-IFLV-5334

Change Download Region

The Steam content system is divided into geographical regions. The Steam client automatically detects its current region and uses content servers located in that region for best performance. Sometimes, servers in a specific region may be slow, overloaded or have a hardware failure causing download issues. It is advisable to temporarily switch to a different download region to use another set of content servers.

Steam -> Settings -> Downloads -> Download Region. You may need to test several regions other than your own.

However, it is also sometimes helpful to try regions very far away if others don't show better results.

Same problem here. Speeds start fine and then drop to a crawl after some time.

I know about this "fix" for several years, but I did not have to do this for the past 3 years or so.
The servers are not even overloaded currently. http://store.steampowered.com/stats/content/

So I leave a warning here for people doing this:
Keep in mind that some multiplayer games use this setting for matchmaking. If you set your download region to Japan, you will play with japanese people, you set it to Russia, you will play with russian people. Depending on how far away from that region you are, your pings will increase, too.

There are many threads here now about downloading issues. Many users in those threads are reporting that changing regions does in fact help them in their case.

The important thing is, to not assume there is nothing one can do and at least try.

What do you aspect, Steam event sale and then your ISP and its partner into steam or Steam have MASS DL to all the user's , its maybe logic for tech person, then we can see the clues on the topic. and might know better, and why problem goes away then event sale is over and people are done DL them.

ps.
this require skilled person that can see the paint at the wall as we say.
standard user with no Network experience will never get this.
and thats why change DL zone might work, but not if this is own isp at first jump ( router ) that cause them. congested network. ( hardword your ISP/or with partner is full of crap and has overcrowded network )

ps.
i see this from a Network point of view, i dont care if this is you , your isp/partners or steam in other end
