The thing that has worked best so far is switching overlay to openGL, but this is not working for all games.
Harvester
Space Quest
Arx Fatalis
Space Pilgram Series
Broken Sword
Safe Cracker
Dark Mirror Series
None of these games work properly. And i still have like 50 games ive never downloaded that may not work. SO yeah this is a long process and i need all the help i can get.
Can you do this so we can get some more info about your PC:
In Steam click Help>System Information. Then right click the text and click "copy all text to clipboard" and then paste it in here.
thats because i was editing the wrong file and needed to come here for clarification. I had a suspicion that this was the way to fix it, but again i was having trouble locating the file.
For instance, the Gabrial Knight games do not have the config file where everywhere (and everything) says it should. I had to open a special DOSBOX folder to find the correct file to configure.
I am having the exact same Issue with Space Quest. I have no idea what file to modify. Its not the conventional one either.

Lol how can I do that?
Since it's integrated graphics on a Notebook, I don't expect a driver update to solve the issue, if you ever find more recent drivers ^^' But you can try
Edit: Can you precise the exact model (jXXXxx), perhaps on its box or in its back?
Searching " HP ENVY TS m7 Notebook PC drivers" will give you several links to driver download, but for different models
https://support.hp.com/us-en/drivers/selfservice/hp-envy-touchsmart-m7-j000-notebook-pc-series/5354978
(there appear to be other submodels of that m7 notebook but they all may have the same Intel HD 4600 GPU)
then this version.....
DirectX Driver Name: igdumdim32.dll
Driver Version: 10.18.15.4248
DirectX Driver Version: 10.18.15.4248
in your system information above appears to be the latest one......
Intel High-Definition (HD) Graphics Driversystem software Manager Icon
10.18.15.4248 Rev.C 169.2 MB Aug 5, 2015
but you shoud be sure I have the correct model and sub-model linked here as I just went off of your system information above.
There are other sub-models, apparently...
https://www.google.com/search?q=HP+ENVY+TS+m7+Notebook+PC+drivers&ie=utf-8&oe=utf-8
But of course, make sure all device drivers are fully up to date if you have not. Given you have Windows 10, they might be already.
EDIT...
Looking back....

I don't see that you mentioned that you are verifying the game files before you playtest the games and after disablind processes. Perhaps you are but you just did not mention it. If you did not, I highly suggest you do that now. What you disabled may help but not before you verify the game files before playtesting the games.
1. Disable/uninstall processes/programs.
2. Launch Steam and verify game files for the game you are going to playtest.
3. Playtest the game. Repeat as necessary.
SO, ive been doing alot of messing around with alot of games. As ive said everything is up to date. Ive been doing the whole file intigrity thing. Ive also tried installing these game on my OLD (Toshiba Celron, 2gb ram, from 2009?) pc. Most of them run no problem. These are the games im having trouble with now:
Arx Fatalis- Need to do research into this one. Seems many people have had issues. This game dosnt work on either PC
Black Mirror- This is a weird one. Ive reinstalled it sever times and it almost always says it the integrity check failed on 1 or sometimes 2 files. Have never gotten it to run on my HP i7, works fine on my Toshiba. When i play it on my HP it says AGDS.exe stopped working. Tried turning DEP off, no luck. Someone suggestion putting ur screen resolution to 800x600, but my resolution options dont go that low.
Broken Sword 1&2 (maybe more)- So these are game(s) that play fine in small windowed mode. In fullscreeen mode weirds stuff happens. I can see the game but its all zoomed in. It will not let me use the mouse or take any commands of any kind, untill i put it back in windowed. Then its fine. (both of these games are doing this)
Deus Ex: Ive had this for a while and it used to work perfect. Then it kept crashing for no apparent reason, then once i "fixed" that i realized all the diolag was cutting out way early. Could never get it to run right. When i updated one of my drivers (or somthing i was doing), it suddenly will not play at all. Deus.exe has stopped working it says. It will only work now in safe mode. The second game works fine.
Harvester- Played around withe teh DOS like configurations they give you, still cant get it to play. Havnt tried to hard on this one. I'm still getting other games to work right.
Return to Castel Wolfenstein- WOLFSP.exe has stopped working. M@teo$< suggested to change config file (to someone in another forum in 2013), but it is not there. Ive looked everywhere for what ya say to edit. No luck. Cant get it to launch.
Safecracker- has stopped working. At least thats what it tells me. Never been able to get it to play for me. Have not tried to trouble shoot in paticular yet. Its the game im least concerned about.
Space Quest 1 VGA- to be clear NONE of the games form the lagacy collection work, but i got all the regular games to work... eventually The CONFIG file i had to change was in the dosbox file that was in the games folder. I changed it to opengl for all 6 games. Now the lagacy collection is stored diffrent. Instald of having its own version of DOXbox for every single game (like the regular ones i modified), it has one dosbox file that they all share from. Changing to openGL in this single dosbox folder did nothing. I think this is another case of finding the right config file and typing the right thing. ALSO: the dosbox version givin to the lacacy collection is .64! how do i update it? (all of these work fine on other PC)
Space Pilgrim (SERIES): ANother game that plays fine in windowed mode. The second i put it to full screen it goes balck and says: RGSS# Player stopped working. I tried searching for the answer online. None of their soultions has worked. Including turning on/off DEP.
SIDE NOTE: Lucas arts games used to work fine, now they give me a black screen in full screen mode but still play sound. Plays fine in windowed mode. I cant help but think this may be related to the othere full screen problems im having (see broken sword and Space Pilgrim.
Thanks again for all your help guys. Ive gotten ALOT of game to work with all your help!
Sorry to ask again, but for any games giving "stopped working" errors, have you tried compatability mode once again, now that other changes have been made, to see if that helps with those games now ?
Try running them in compatability mode for Windows XP SP2 and the SP 3.
Then, if that does not help, also select the other options there in the compatabiliy settings to see if that does anything.
Make sure you do it like this....
Right click the .exe for the game itself, then go to properties. Then select the compatability tab on top. Now make the .exe changes there for compatability but this time, also check all the boxes under "settings" such as visual themes, desktop composition, lower resolution, etc.
Then "apply" and "ok". Do all with Steam closed and not running of course. I have Windows 7 here, so not sure how it works in other operating systems but you get the idea.
