Youll get a good answer right away after 24 hrs, a 48 hr wait, or a denied after 24 to 48 hrs...
Frequently using more tickets make the process take longer...
Flooding the System with failed purchases will also delay everything even more...

Ive completely given up on some Payments over issues like this, as I waited for 2 weeks, & it still was giving me the same bs...
Trying to buy something else from months later had given me a more successful attempt...
I dont know how the wait period works, but this is how I resolved my issue, myself...

I tried with a German credit card, but still the same error...
I managed however to use this German credit card to add some money to my steam wallet and then buy a game with it. But I understood that I can't pay for the Valve Index VR Kit with the wallet. Is that correct? I don't want to put 1000€ in the wallet if I am not sure I can use it for the Index.

No you cannot buy the Steam VR thing with steam wallet funds.
One thing of note is that if you've made some purchase with that German credit card, try again later. Leave it until you go to bed.
This generic "there has been some problem" can come up when there's congestion and the payment fails. It's kept deliberately vague in message because of banking security. The handshake is only a shoirt window (again a security thing), so it's easy to fail when the stores busy - and as we're in the midst of the sales stil...
The thing to do here is to wait. As I said, try once before you go to bed. Then leave it if it still persists. The reason being some card providers have automated systems that force a temporary lockout just if errors get tripped. So if you keep banging away, you'll make things worse.
