only some? do you know why that is or the reason
packs are buying a whole set of games whether they are for yourself or to gift. you can still buy a pack when you own some of the games already. the checkout process will tell you that you won't get duplicate copies.
unfortunately some bundles have "pack" in the title so it causes confusion.

Not really no. It's just down to the rights owners (devs, publishers, etc).
It's just how it is. It may be to stop illicit external trading or something. Basically harming their market.
