The screenshot is in Mb (Megabits).
Steam shows speeds in MB (Megabites).
It takes about 8 Mb to make 1 MB.
250 Mb = about 31 MB/s download speeds.
Your screenshot even show this to be the issue.
You are getting the correct speeds for your connection.
cSg|mc-Hotsauce suggested changing how Steam displays speeds, nothing about suggesting you change download servers.
I guess you changed it before I had seen it then.

Yes, 1 Gb/s, not 1GBs.
The lower and upper case "B" makes a difference.
No consumer based ISP offer 1GB/s connections.
