Should i cancel and buy again?
It's the start of the Steam Sale, and we're still in the midst of the coronavirus effects. The store will be being HAMMERED. Trying to make payments right now is likely to get you issues like this because there's only a short window of time to make online payments - it's not a Steam thing, it's how ALL online payments work.
So, there is no "fix", as there's nothing to fix.
All you can do is leave your payments until a less busy time.
What I always do is this and it works pretty damned well. View the store at your leisure. Note what you want to buy. Then go and play games or do something else and forget about it until just before you go to bed. Buy THEN.
Ideally, I buy around 2 am in the morning. I've only ever had payment failure TWICE in over 10 years.
Either the payemtn will sort itself out in the next 3 days, or you can try ringing your card provider and if they're a decent bank, they can see if the payment failed and make the funds available for you.
But if it's pending as you say, then it's waiting. You can't do anything BUT wait.

It doesn't even show in the purchase history as pending, but I'm guessing it will show up at some point, right?
EDIT: I reread the posts more carefully and it seems to be case. I will wait for it to appear and retry the pending purchase in the following 72h.

You have a couple of choices. Either wait and see, and it'll sort itself out within 3 working days usually.
Or contact your card provider and if they are a decent bank with well-trained staff, they can see the transaction their end, and if it's going to fail, then they can free up the funds immediately for you. Be warned though, not all banks and staff are suitably trained or adept at this, so your mileage may vary.
For the future, again, do as I posted - leave your purchases as late as you can.

This does often seem to happen with Paysafecards more than any other. I don't know if it's down to something in their chain, or whether users generally have lesser connections. Probably a bit of both.
But anyway, you can try ringing them. Some people have had success in the past, but I wouldn't hold your breath.
The only alternative you have is to wait for 3 to 5 working days and it should correct itself. It's normally 3 working days, but PaysafeCard, being a prepaid debit card, is a bit slower.
For the future - DON'T buy until as late as you can in the day.
