Using VPN to download region locked F2P games?

I know steam support has stated before that it is pretty safe to use vpn while steam is running, though is it safe to download free games that are free on steam, but are just region-locked (like some f2p mmos and such) because?

If it disguises your place of residence, I would say no, according to the wording here :

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

It is safe to use a VPN, it is not ok to use the VPN to circumvent region locking and will get you in trouble if used to do so.

Yes, the wording in the SSA seems to be specific towards any game content, whether it is free or you have to purchase it.
