cant start any game, cant reinstall steam, i dont know what to do i cant fix it! :(
so i uninstalled the steam launcher because it was being wierd, thinking i could reinstall it, but now i cant because every time i try it says "steam is already running, please close it to continue" but the only steam window open is the downloader, and now i cant open any games and i dont know what to do please help!!!

Right click Start to find Task Manager

Alternatively, at the Windows desktop, press CTRL-SHIFT-ESC to bring up the Task Manager. It should work for all versions of Windows (Windows 8 might require clicking on a menu item).

there are no ther instances of steam other than the instaler, i have tried task manager

1. I don't know
2. Uninstalled steam shortcut on desktop
3. Tried to reinstall it the normal way one the website

Press and hold the Windows Key and then press Pause/Break Key. This will bring up "System Properties" which should show what Operating System you are using.

None it just says "ACER" and then boots to my login screen but my windows edition is windows 10 home

Okay, let's determine if Steam is still installed. Open the Start Menu and then click "Settings," then "System," and then "Apps & features." Look for Steam in the list. Is it still there?
