Report a translation problem
So Steam can no longer run on those OS. Valve dropped support for those long before it happened. They even announced this change long beforehand.
Use a modern OS if you want to use Steam. Like Windows 7/8.1/10 or a Linux.
Disconnect your internet and make sure that steam has *absolutely no chance* of connecting.
Restart steam, and try getting it to 'fail' to connect.
If you are VERY lucky, and it hasn't successfully downloaded the newer version of the client (as in: the nearly-year-old client that deprecated XP) you should still be able to launch successfully.
You will NOT be able to go online with it, on XP, and successfully play. The only way to use it on XP is if you have never updated it and never connect to the internet. The moment that the client believes it has to update, ... it's done. Sorry.
XP is not supported. The fix is to upgrade.
Starting on January 1 2019, Steam will officially stop supporting the Windows XP and Windows Vista operating systems.
