How to block steam from connecting to the internet?
No, I do not want to use offline mode.

Need to conserve bandwith excessively.

Anything is fine, ports, hosts file, IP's etc.

Create your own rules.
Or use a firewall that asks for outbound

- Using any software that made to stop an app from seeking outbound.
- Starting Steam in offline
- Disconnect internet connections.

I mean... How hard to look that up on google, or even youtube for that matter?

Clearly, you didn't bother looking anything up.

Either you did it wrong, or you have no idea how to do it to begin, and didn't bother looking it up.
- Firewall does works, make a rule for the said app, ensure you block the right apps.
- Modem / router, if you block the outbound call for Steam you block from connecting to the Steam service... If you bother looking it up you would've known, but clearly you didn't.
- Using 3rd party app that made to block apps from outbound, means it blocks app from cononecting to outside your local network, means can't connect to service...
- If Starting Steam in offline not working, either you messed with the client, or did something to not remember settings to not call out.
- Disconnecting internet is the simplest because if you can't do the simplest things, then this is the simpest thing to do for you, can't make it dumber proof than that.

Yea I did read your thread, you choose to not read what the answers were given, we can tell you're lying, or just plain clueless, and you don't even know what you're doing.

You are aware that is literally impossible for Steam to do, right?
That would require Steam's EXE file to become sentient, self aware, and capable of making decisions on it's own.
If Valve programmed it in as a failsafe to have the client fix itself it's entirely possible. That is, as long as the client is ran with admin privileges.

Besides, you're telling me to disconnect internet while I still need to use it. As I said before the outbound rules did not function at all. I just use a program now. Problem solved, don't know why you're giving me these stack overflow autism answers
I list you ways to resolving the issue, you got upset about it, the one that acting dumb here is you in this case since you're not willing to read, even after I explain things to you, which you seem you're not able to understand.

Store rules for default windows firewall on file. Apply rules when detecting admin rights and absence of internet connection. Not sure why you're making such a big deal about this being impossible. The firewall rules are stored in the registry and can be easily added or changed from something as basic as a text file, again assuming you have admin rights.

Yes, the way you imagine it is currently imposible, but a fairly dumb system just applying it as basic troubleshooting isn't a problem at all. Steam won't connect? Run it as admin and see if it fixes things.

Not saying it actually works like this though and I'm assuming OP has other issues that make him leap to the wrong conclusion, but it is technically possible. After all, many online games prompt you to allow them to add rules to the firewall.

TL;DR -

(at least on my Win 10 system)

Go to Windows Defender firewall, click [advanced settings>outbound rules>new rule>next>C:\Program Files (x86)\Steam\Steam.exe]

If you want to go nuts, create rule blocking all Steam executables.

Anyway, to necro this post: just use NetLimiter. It blocks the whole connection. Nothing else works.

To access the access options, just click on the View Steam client menu, open Settings and select Family. Blocking involves setting a PIN that is different from your Steam profile password. You can block access to certain games from your profile, or use the search.

Actually, you're quite wrong.

HIs linked methods DO indeed work. I've used them before.

For example, every summer I work at various music festivals and I take my laptop with me to play while I'm there during downtime. GUess what I did to stop it connecting to our internet?
