*HOW TO FIX STEAM DOWNLOAD DROPS*
I've had a problem for months where whenever I attempted to download a game or update it, my download speed would drop to 0 bytes a second and stay there for a long time. If you have this same issue, I've compiled all the help that I've gotten from this post and I am putting it here.

- Try starting in safe mode
-If it works in safe mode, the issue is caused by a program in your startup
-Disable different startup programs and try to download
-Trial and error until it works

Thanks everyone for the help I got, hope someone else with the same problem finds this and it helps them.

So, about 240MBit, which equals about 30 Megabyte per second. That is rather fast.

Let's see....

Try this easy quick test....

Boot the computer into safe mode with networking, log into Steam and try to download. This is only a test. It is not a permanent solution.

EDIT..Spybot is on the list you were linked above.

Anti-Spyware Applications

Ad Aware
CA Pest Patrol
PC Tools Spyware Doctor with AntiVirus (may need to disable Full-Screen detection in the Advanced settings)
Spybot Search & Destroy

All four of the programs I said I had were on the list, I was replying to say that i had them and theres a slight chance they may be interfering. Thank you for the suggestion, I'm going to go try it right now and see if it changes anything.

My apologies. Please understand, that the list has been updated. I was once very familiar with it and its contents, but now there are new programs on it since the update. You are right. Those can possibly be a problem.....and thus my suggestion about safe mode with networking. Thanks.
You're a legend bro, I'm in safe mode and it's downloading fine. What is causing this and how can I apply it to non safe mode?

In Safe Mode Autostart is disabled, so something that is in your Autostart keeps Steam from working properly.
Can only be found out through try and error.
Disable half of the apps and try, if it still doesn't work, disable the other half. If it works, enable part of the half that did trouble and narrow it down step for step.

Thanks, when I started in safe mode I had a notification that something about windows security center was disabled, that's probably the culprit.

My first suspect would be Spybot. We have seen it here many times be a problem. Uninstall it and reboot into normal Windows and test the downloads in Steam again.

Repeat this process until you find the one that causes it. Or as the good Cathulhu said, disable and test.

I've used spybot for years so I assumed I had it, but turns out its not even installed right now. My apologies for that, I will test the others.

If you actually uninstall programs to troubleshoot this, you should reboot the computer before testing Steam downloads again. Maybe you know this, but just in case.

There is a slight chance it can be something else we have not covered, but do what you are doing now first, then we will continue as needed.

I meant actually that I didn't just uninstall it, I haven't had it installed since the last time I wiped my computer. Thank you though, I'll continue

I disabled almost everything and I'm downloading well now. Thanks for your help man, youre amazing.
