Sure, it was a good computer, back when it was new. Which was nine years ago.
Today, it's pretty bad.

Omiting the GPU and possible PSU problem, look as your CPU in your specs.
That's the base speed. Now search for it on Intel's offical site to see if the CPU turbo's to a higher frequency when demanding processes are ran...

The old quads were nice CPU's, but that was then. Looks like that is it's maximum speed, without overclocing. Those old quads did overclock well, but it still won't get to what this demanding game requires, surely.
That is 3.30 GHz at a MINIMUM, as you see above. Again, this does not even take into account the GPU and CPU or the RAM. (you have 4 GB the game requires 8 GB MINIMUM)
As was said, it is not even close to meeting the requirements. Try to refund it or keep it until you get another computer. There is a hardware and OS forum here that can help you if you need it, in selecting hardware to run games as intensive as this one is.
