I thought that 360 Total Security used to be on the list, but I don't see it there anymore. The list is more of a collection of possibilities and not actaully a list of programs that will causes issues with Steam.
Some there still do for some users and some don't for some users. It is more of a guide to help troubleshoot issues such as this maybe.
And the list is not all inclusive either.
If anyone wants to maybe troubleshoot the problem further taking possible software into account, do this, please.......(maybe you all have the same type of conflict, but then again, maybe it is a Steam issue)
Take screenshots of all of the programs you have installed on your computer. Control panel then programs/programs and features. (Windows 7,8,8.1) or "apps" (Windows 10 click "Start" (Windows icon on bottom left)")
Click Windows Start and type in msconfig and run that resulting process. Go to the services tab and check the box on bottom "Hide all Microsoft services". Take screenshots of all that is left.
Then go to the startup tab on top of that same window(Task Manager in W10). Take screenshots of all that there also.
Post all the links to the above screenshots here, using a file hosting site such as imgur.com
We can work together to try to find the issue, or I suggest you try to wait for an update that may resolve this.

As of Thursday, 6/15/2017 Civilization V Civ 5 will only successfully start when Steam is in online mode. I'm running off of expensive metered mobile data currently, so a reinstall for fresh Steam client error is not feasible, and it seems that hasn't helped anyone anyhow.
Tested on two different Steam accounts
Two different computers
Two separately purchased and installed copies of Civilization V including all DLC
Only running Windows Defender (no AVG or anything else), with firewall exceptions for Steam and Civ V, doesn't matter if it's on or off, Civ V only starts if Steam is in online mode.
They've both been running fine offline and online before now for months.
I cannot even run the .exe file in my Civ V folder for a game with full DLC I purchased twice because the Steam Client, in offline mode, is trying to jump in right before launch finishes and connect for some unknown and unecessary reason. This is lame and Steam needs to get it's stuff together on this asap.

Too bad they do not seem on fixing the issues.
The logic behind this is fairly simple, i have the same game on 2 computers one connected to the internet and one never connected, this fault developed the same day on both computers, so this is nothing to do with any update for sofware, they both have different AV but again, the computer never connected has not changed in 9 months.
The only reason i can find for both computers developing the same fault is they where programmed to do this on a set date, whatever the reason is i cannot say for certain but the most logical cause is to force you to connect and update periodically. The error may be a simple thing of too many people trying to update at the same time or something else, either way there should never be a reason to force people to connect once the game is installed/verified.
My guess is the anti-piracy software in Steam (DRM) is set to expire at a certain date, it then needs an update to work again. This may have been added recently, though not in the most recent patch. It's possible that the DRM expiry was scheduled a while ago in another update and then broke. I don't think it has anything to do with the game producers as the problem is widespread.
Perhaps this is a new "feature" designed to force us to log on to verify our software to reduce piracy, or maybe it was an unintentional "oops". Who knows if they'll tell us, but the summer sale is just around the corner so I'd imagine they'll scramble to get this fixed. I hope. :)
in Beta Client time to renew certs shortener, you need sync to steam each 2 week at least
I totally agree Hitman82, due to the wide range of software companies involved i suspect this is Steam specific problem.
This is a likely scenario Seven7, it would be about a year since i installed this sofware, so a certificate update is a definate possibilty.
Change the date on the computer to something prior to 15th June 2017.
Whatever the issue is, it has something to do with that date.
Thanks Egernunge, that temporary solution that works for you suggests my theory about this being a pre-determined event is correct.
Ok, set my date prior to 16th and works fine in offline mode, a temporary solution that people may want to try until Steam sort the problem out.
Get a decent Av like Trend, trend micro, Avg, malwarebytes. Etc.
